Glass That Holds the Pressure and Still Passes VLT 45

On the control line, east, north and south facing openings need a manufacturer letter on visual light transmittance before the glass is ordered.

Give us the address and a rough count of openings. We will tell you what the design pressures are before anyone quotes you a price.

Two approvals, and only one of them is about wind

A job near the beach here has to satisfy two separate documents, and most quotes only deal with the first. The product needs a Miami-Dade Notice of Acceptance for the pressure its opening carries. Then, if the property sits on the designated control line, the glass has a second test to pass that has nothing to do with storms.

The city's window and door replacement checklist, rev. 4.21.25, puts it this way: 'If the property is on the designated Coastal Construction Control Line (CCCL) and the windows/doors are facing East, North or South area near the beach, a Turtle glass certification letter from manufacturer stating materials meet or exceeds minimum visual light transmittance (VLT 45) as required by Sea Turtle Ordinance 108, O-2011-07 must be submitted.'

The letter comes from the manufacturer, which means it arrives at the manufacturer's pace, and it has to name the material in the unit being ordered. A contractor who meets this requirement for the first time after the glass is already on order has a problem no amount of site work will fix.

What the checklist adds on this side of town

  • A manufacturer's turtle glass certification letter where the property is on the control line and openings face east, north or south.
  • No change to the size, shape or location of openings inside a historic district, with a note on the plan confirming it.
  • Review by the historic side of Planning where a change to an opening is proposed anyway.
  • An HOA or condominium association approval letter where one applies.
  • Submittal through Accela, with the city running two permitting systems alongside each other at present.

Four districts, and the addition you did not ask for

There are four designated historic districts here and they do not sit together. The Beach Historic District is on the barrier island beside the Atlantic; the Historic Hollywood Lakes Multiple Resource District lies inland, east of U.S. 1 between Washington and Johnson Streets. The Historic Hollywood Business District runs along the boulevard from 21st Avenue to Young Circle, and the Harrison/Tyler districts sit near it. Exposure, salt and the turtle glass question can all differ between two designated houses a mile apart.

The city's own published answers also close off a common upsell. Asked whether a screen can be replaced with impact windows and doors, the city says no: doing so 'will result in an addition to the living space and will be considered as an addition and will need to comply with the requirements of an addition'. That is a different permit, a different review and a different budget, and it is worth hearing before somebody quotes it as window work.

How we run a job here

  1. 01Establish control line status and record the orientation of every opening before glass is ordered.
  2. 02Request the manufacturer's certification letter at the order, not at the inspection.
  3. 03Hold openings at their existing size, shape and location on a historic district property, and carry the confirming note on the plan.
  4. 04Take the permit through the city's portal and meet the inspector ourselves.

The orientation survey takes ten minutes at the measure and it decides the glass. East, north and south facing openings on a control line property need the letter; the same product in the same house facing the other way is treated differently. Mapping that before the order goes in is the difference between no delay and two weeks of one, and it is not work anybody can do retrospectively.

Said plainly

Where we stop

Whether an address sits on the designated control line is the city's determination and not something we read off a map for you. We will put the question before the order, and where the answer is yes we will not order glass without the manufacturer's letter in hand.

FAQ

Common questions

Is my house on the control line?
The city determines that, and we ask before ordering. If the answer is yes and openings face east, north or south, the manufacturer's turtle glass letter becomes a submittal item.
Does the turtle rule cover every window in the house?
The checklist ties it to orientation on control line properties, which is why we map the elevations at the measure. A west-facing opening in the same house is not treated the same way.
Can I close in my screened porch with impact glass?
The city says no, not as window work. Its published answer is that this creates an addition to the living space and has to meet the requirements of an addition.
Who reviews the window design if the house is in a historic district?
The city's historic preservation review does, and its rule is that the size, shape and location of an opening cannot change. That is a design decision made before any product is ordered.
